Hence, in such scenarios Border Security Force (BSF) assumes significant role in two front war strategy. BSF completes its glorious 50 years of service to the nation. Let's have a look at BSF, which is world's largest border guarding force.

INTRODUCTION OF
BORDER SECURITY FORCE
BSF completes sterling 50 years in the
service of the Nation on 1st December 2015. The force is celebrating
its ‘Golden Jubilee’ to commemorate this historic milestone. The country’s
history will record the contribution of the first wall of defence’s i.e. BSFs
valour, sacrifices and utmost dedication to the motherland in golden words.
BSF, an elite force of the country with
the strength of 25,000 personnel is today, more than 2.50 Lakh strong Force,
conferring it the status of largest Border Guarding Force in the world with 186 Battalions (including 3 Disaster Management
Battalions). These units are aptly supported by robust Training Institutions,
an elaborated Medical Set Up, an Artillery Regiment, Air and Water Wings, Camel
contingent & Dog Squads, to come true to the current responsibility of
safeguarding International Border with Pakistan and Bangladesh. The Border Security Force is a unique Force with both” Peace time” and
“War time” roles and has proven its mettle in most difficult tasks assigned to
it by the Government in times of Peace, War and Disturbed Peace (NWNP) at
Borders and Hinterland.
The Challenge of
effective policing of Indo-Pak border arose immediately after Independence.
Till 1965, the police units of bordering States were entrusted with security of
this border. The attack by a Pakistan Brigade on Sardar Post in Gujarat
necessitated the requirement of an armed force to function under Union Govt. to
ensure secured Borders. The need of the hour was to raise an Armed Force
trained on the pattern of Army to defend the borders and also work like police
to check trans-border crimes during peace and thereby inculcating sense of
security to the border population. On the recommendations of a committee of
secretaries the BSF came into being under the dynamic leadership of Shri K F
Rustamji on 1st Dec 1965. Since raising BSF has been most dependable
force for the Govt. in fulfilling arduous tasks and acceptable to the people of
nation in times of their need.
Baptised
by fire during various sensitive operations, the nascent force grew from
strength to strength to become one of the best and trusted
professional forces in the country. During the nascent years of its
raising the force was tasked to assist Mukti Vahini for Bangladesh Liberation
war of 1971. It is on record that BSF was mobilized before the actual war had
broken out during Liberation war of Bangladesh.
BSF
has also carved out an elevated niche among the security establishments of the
nation in Internal Security, Counter Insurgency and Anti Naxal Operations
through its dedication and unflinching professionalism. The professional
approach and capability of meticulous execution of assigned tasks bestows the
Force with the status of the most Dependable Warriors. We have defended our borders
with courage and hard work, giving due respect to human rights. We have earned
not only laurels but also the faith and cooperation of border population. In
this 50th year of our formation we re-dedicate our services to the Nation with
a resolve to perform our duties with more vigour and valour and continue to
live upto our motto - ‘thou i;ZUr drZO;’.

Security Force has distinguished itself with flying colours in each and every
task assigned to it over the years.
The BSF over the years has always
displayed the highest standards of professionalism, valour and loyalty to the
Nation while defending borders, countering internal unrest, assisting in
natural disasters as well as any other duty assigned to it by the Govt. of
India. It is a matter of pride that despite facing various challenges, the BSF
has executed its assigned task in an exemplary manner and has earned its
rightful place in matters of national security.

NEW INITIATIVES ON
INDIA-PAKISTAN BORDER
(a) Vulnerability
mapping of vulnerable patches on India-Pakistan is carried out.
(b) Latest equipments like LORROS, HHTI,
BFSR, NVGs and Night Vision Devices are provided to the troops to enhance the
surveillance capabilities at cutting edge levels. The efforts are on to create
surveillance grid to harness the technology for effective border guarding.
(c) Active border
domination and intelligence based operations led to the record seizures of
Heroin (280.54 Kg) during 2015 in Punjab.
NEW INITIATIVES ON INDIA-BANGLADESH
BORDER
(a) Vulnerable mapping
of BOPs has been completed from the angle of Illegal migration, human
trafficking, Phensedyl smuggling, FICN smuggling and cattle smuggling.
(b) Under CBMP (Coordinated
Border Management Plan) signed between India and Bangladesh to resolve
minor issues, Nodal officers are detailed by BSF and BGB.
(c) Day and night SCPs
(Simultaneous Coordinated Patrols)
are being carried out by both the border guarding forces.
(d) Improved
relationship with Border Guards Bangladesh through various Confidence Building
Measures like
(i) Proposal for
establishment of 66 Border haats along Indo-Bangladesh Border, however two
border haats are already functioning in Meghalaya-Sunamganj border.
(ii) Under mutual
exchange program, officers and other ranks of both the force will undergo joint
courses in training facilities of either forces. Joint exercise will also be
conducted in due course of time.
(iii) A special joint task Force of BSF and
BGB has been set-up to check FICN smuggling.
(iv) Volley
ball/ Basketball matches.
(v) Joint Retreat Ceremony.
(vi) Witnessing raising days
and other functions of either forces.
NEW INITIATIVES BETWEEN BSF (INDIA)
- GENERAL AUTHORITY FOR
PROTECTION (GABP) MONGOLIA
i)
Organizing the various types of professional training programmes for the
Officers of GABP for Border Protection of Mongolia.
ii)
Reciprocal training of BSF Officers by GABP Mongolia for Training/
Courses.
iii)
GABP and BSF agree to organize joint exercises between the two sides.
iv)
Joint discussion on best practices in Border Security being followed by
BSF and GABP and exchange visits of field Commanders.
TRAINING:-
BSF has five
national centres of excellence recognized by the government of India which
impart specialized training in commando, motor transport and maintenance,
weapon and tactics, training for the dog and dog handlers and bomb disposal.
Over and above,
doors of our training centres are open to other central police forces, state
police organizations and trainees from foreign countries.

ACHIEVEMENTS IN
SPORTS
(a)
Since the time of its inception Border
Security Force has been in the lime light for its glorious record in the field
of sports. The prevalent sports culture in the Force always inculcated the
spirit of healthy competition among its Officers and Jawans. The encouragement
of sports activities has borne fruits which is evident from the performance of
BSF players in national as well as international events. In, recognition to the
outstanding performance, the BSF sportsmen have so far been awarded with one
Padamshree, 17 Arjuna awards and 02 National Adventure awards.
(b)
During this period under report, selected
persons from BSF representing Indian Police contingent in Wrestling, Boxing
& Swimming competitions at 2015 Fair Fax World Police & Fire Games
which was organized at Virginia (USA) w.e.f. 26th June 2015 to 05th July 2015 have won 20 medals (02 Gold, 14 Silver & 04 Bronze).
MEDALS AND DECORATIONS
(a)
Border
Security Force is proud of all its achievements & successes which is result
of sweat & toil. There is
a long list of supreme sacrifices & braveries. To its credit, 01 Borderman
has been awarded with Mahavir Chakra, 01 with Ati Vishisti Sewa Medal, 04 with
Kirti Chakra, 11 with Vir Chakra, 12 with Shaurya Chakra, 231 with President
Police Medal for Gallantry, 56 with Sena Medal, 12 with Vishist Sewa Medal and
864 with President Medal for Gallantry Medals so far. Over 1692 Officers and men have made the supreme sacrifice at the
altar of duty to maintain the integrity of the Borders and to uphold its
sovereignty. Significantly, these sacrifices have become an inspiration to the
Bordermen, in discharging their duties and upholding the motto "Jeevan
Paryant Kartavaya".

MISSION
(a) Border Security Force has been regularly
deployed in various United Nations Peacekeeping Missions in addition to its
primary role of Border guarding. Some of such missions are UN Mission in
Namibia-1989, Cambodia-1992, Mozambique-1994, Angola-1995, Bosnia &
Herzegovina -1996, 1997, 1998, 1999.
(b) Presently,
BSF contingents are also deployed in Colombo (Sri Lanka), Congo and Haiti.
Apart from these missions, BSF personnel are also deployed in many other UN
missions as UN police observers.
WELFARE
(a) Supply of piped
water
Serious endeavours are being made by BSF for improving basic amenities at
BOPs. Supply of piped
water at all the BOPs is being pursued
in Mission mode during this year, being the Golden Jubilee Year.
(b) Solar Power Station
Solar Power Station of 20 KW one each to the 20 BOPs of North East Ftrs (Tripura-8,
M&C-8 and Meghalaya- 4) has been installed.
(c)
Advance FRPs for Jawans
BSF
is constructing the Fibre Reinforce Plastic (FRP) huts with advance technology
for improving the living conditions of BSF Jawans at high altitude with adverse
climatic condition.
(d)
Insurance Scheme –
‘Golden Jubilee Prahari Kavach’
BSF introducing ‘Golden Jubilee Prahari Kavach’
insurance scheme after replacing the earlier insurance policy i.e. the SPBY,
managed by the LIC. The new insurance policy will be managed in-house by BSF
and timely and higher insurance cover will be granted to the NOKs of the
deceased as well as disabled personnel.
(e) Pension adalat
BSF is
regularly conducting pension Adalats for retired BSF personnel to sort out
their pension related problems. These Adalats are very useful and a large
number of pensioners attended the same and most of their grievances were heard
and settled on the spot.
(f) IPP based personal grievance
redressal mechanism
Recently
BSF started Intra Prahari Project based personal grievance redressal mechanism,
henceforth all grievance of Force personnel will be registered and redressed
through IPP based computerized system. The present status of any personal
grievance cases can be seen/ tracked/ monitored by entering unique ID of the
force personnel in the IPP system.
(g) E-suggestion

E-Suggestion
Portal made functional on IPP to invite the suggestion from all serving
personnel which are welfare oriented and overall benefits of the force.
(h) SMS based
grievances redressal system

BSF
AIR WING
(a)
BSF Air Wing came into existence in the
year 1969 with a single Queen Air C-80 aircraft. Thereafter utility of its
operations and services were extended to cover all Central Armed Police Forces
(CAPFs) in the year 1974. With Civil aviation making rapid advances in all
fields, BSF Air Wing has brought about a qualitative change in the total flying
environment by the process of expansion, reorganisation and modernisation.
(b)
With an aim to cater for the growing needs
of the troops deployed in various parts of the country, Air Wing inducted new
aircrafts to its fleet thereby becoming one of the prized assets of MHA.
Present Air Wing Fleet consists of Embraer-135 J, Avro (HS-748) and Super King
B-200 aircraft in fixed wing and ALH (Dhruv), Cheetah and Mi-17 1V in Rotary
Wing.
(c)
With ever increasing role of air support,
Air Wing is inducting new aircrafts in its fleet with Mi-17 V5 (acquisition
already in process) and proposal for Embraer Legacy 145 BJ has been put
forwarded.
(d)

MI-17 V5 Aircrafts are being inducted which would be a force multiplier in Anti
Naxal Operations and further enhance sustainability of air maintained Border
Out Posts on borders.
BSF WATER WING
Initially in 1967 water
Wing was raised with 34 small Boats and 61 Crew deployed in West Bengal only.
As on date it is having a sizably large flotilla of 510 Watercrafts/Boats
comprising from small naka boats (3 men capacity) to large vessels called
Floating BOP (38 persons capacity), Medium Crafts, Mechanized Boat, Speed Boat
(Twin and Single Engine) etc for domination of riverine border.
HIGHLIGHTS OF THE YEAR
(a) Swachh Bharat Swachh Himalaya
“Swachh Bharat Swachh
Himalaya” Abhiyan was organised from 12 Oct to 25 Nov 2015. These 45 days long
expedition was conducted in four phases. During the first phase a Mountain
Biking Expedition left from New Delhi to Gangotri covering around 1000 kms
propagating “Swachh Bharat Swachh Himalaya” message. The second phase involved
a trekking expedition from Gangotri Dham to Goumukh Glacier. The team undertook
the cleaning the Goumukh Glacier alongwith collection and disposal of garbage.
On the third phase a white water rafting expedition started from Gangotri to Rishikesh
cleaning the Ganga river enroute. The fourth and concluding phase a cycling
expedition from Rishikesh to New Delhi was on campaign for a safer environment.
The expedition also organized a series of free medical camps and interacted
with groups of civil society enroute to spread awareness about cleanliness in
daily lives.

of BSF Mahila Constables and lady members of Tata Steel Adventure Foundation
was flagged off from Bhuj, Gujarat on 24th Feb’2015 and culminated
on 22nd Mar’2015 at JCP Attari, Amritsar (Punjab).

BSF has compiled stories of valour and
supreme sacrifice of BSF personnel in the form of a book, titled, “BSF
Martyrs – A legacy of Pride & Valour” released on 22 May 2015 by
Hon’ble Union Home Minister Shri Rajnath Singh.
(e) Felicitation
function to honour Noks/ Relatives of Martyrs

Minister presided over felicitation function – “Paying Tributes to BSF
Martyrs” to honour NOKs/relatives of martyrs was conducted at Vigyan
Bhawan, New Delhi on 21 Oct’2015. Similar functions were also conducted at 60
other locations at all over India to honour NOKs of 1551 BSF martyrs.
(f) Swachh Bharat Mission
‘Swachh
Bharat Mission’ being followed religiously in all BSF campuses to inculcate the
habit of cleanliness of the surrounding areas as well as personal hygiene &
sanitation.
(g) Limca
book of records for maximum plantation
Limca
Book of Record (new National Record) created by planting 5,24,424 saplings at
various HQrs/ field formations on 12th Aug’2015 from 1000 hrs to
1030 hrs with the help of 12,610 BSF personnel.
(h) Security at Shri Amarnath Ji Yatra
Smooth conduct of Shri Amarnath Ji
Yatra-2014. This is a very sensitive assignment both from the operational point
of view and the massive administrative efforts. It was for the twelfth
consecutive year that the BSF has ensured an ‘Incident – free yatra’ for which
the credit goes to all who tirelessly maintained continuous vigil and complete
domination in their areas of deployment despite inclement weather, hostile
terrain and disturbed security environment in the state of J&K.
FIRST LADY GD OFFICER WILL START TRAINING FROM
The
BSF, for the first time in its history Assistant Commandant (Direct Entry)
Mahila Officer will start training from the month of February 2016 at BSF
Academy Tekanpur, Gwalior (MP).
On the social front, the commitment of the force towards
ensuring equal opportunities to the women in all activities is reflected in the
pace and ease with which BSF has inducted women employees in combat role beside
the traditional medical and clerical
jobs. BSF in order to strengthen the security on the borders and to facilitate
women workers in the fields, initially recruited women constables in combat
role, then sub-inspector and now first batch of mahila officers will be joining
the force in the month of Feb 2016.

With the recruitment of 745 Constable/GD (Mahila), women
cadre in combat role was introduced in combat role in the year 2008. They were
deployed at the frontline for Naka, OP Duties, Kissan Guard and fence gate
management Duties on International Borders. The tasks entrusted and performed
by them are at par with the men praharis and as such they are performing all
operational, security and intelligence related tasks.
To maintain physical, mental and emotional robustness of
these women combatants, BSF is taking all required measures to:

Provide adequate infrastructural support
(ii)
Gender sensitization of all rank
(iii)
Separate transfer policy
(iv)
Constitution of complaint committee at all levels to look into sexual
harassment cases.
BSF Mahila constables on duty on border

Lady
officers have been recruited and will be undergoing basic training along with
AC(DE) training officers at the BSF academy in 2016-17 for 53 weeks. With this
women in the BSF will be represented in supervisory roles in Company and
Battalions to ensure proper command and control over women and men combatants.
The
commitment of the force towards ensuring equal opportunities to women in all
activities is reflected in the pace and ease with which BSF has inducted women
employees into combative roles at the Border.
Women
have been an integral part of the organization with representation in health
and ministerial cadres since 1972 and 1993 respectively and the number of women
associated with the force has grown ever since. Adapting to the changes and
recognizing the National Policy for the Empowerment of Women 2001, the force inducted
women constables and infrequently sub-inspectors. And now the first batch of
women officers are ready to join the force.
The Mahila Sub-Inspectors (in a junior
leadership role) were first inducted in the year 2010 with the recruitment of
15 SI/ GD (Mahila).

BORDER SECURITY FORCE
“MODERNIZATION EFFORTS TO REMAIN RELEVANT, EFFICIENT AND EFFECTIVE”
The
force is committed towards rapid modernization, so to ensure adequate
technology use, promote scientific temper and ease the workload on human
resources to the extent possible in the present and future role of the force.
The modernization effort covers wide range of activities including use of
computer for data generation, paperless office work, training, enhancement of
visual domination capabilities, mobility, arms and equipment and improving
quality of accommodation, potable water and other amenities to personnel of the
force.
The
Vision Statement of BSF reads as "To
be a force of Excellence in guarding the borders of India by means of highly professional,
credible & effective border management". The Modernization Plan of
BSF is working in the direction of making BSF a force of excellence. The modern
equipments are being inducted in the organisation as force multiplier with the aim to enhance the human effort
effectiveness.
Government
of India have sanctioned modernization plan-II worth Rs.4570.06 Crores for BSF
from 2012 to 2017.
While formulating the Modernization
Plan-2, an effort has been made to keep in perspective the rapidly changing Security
scenario, the ever-evolving technology, and, above all, the Plan has been made
‘Jawan-Centric’, as Jawans constitute about 90% of the Force today.
BSF
is in the process of modernizing various equipment which will go a long way in
protecting the life of a Jawan multiplying operational efficiencies. It plans
up-gradation of the following: Arms, Bomb Detection & Disposal equipment,
Surveillance Equipment, Vehicles, Water Vessels, Training aids &
facilities, Communication and IT, Geographical Information System etc. The
personal gear used by Jawans, their logistic support and medical facilities are
also being improved.
Comprehensive Integrated Border Management System (CIBMS).
Border security is an
essential aspect of national security. Without secured borders, internal
security of the nation is always under threat from anti national elements
sitting in safe heavens across the borders. Our present system is dependent on
human endurance is carrying out round the clock observation of every inch of
our borders.
The concept of Comprehensive
Integrated Border Management System (CIBMS) is basically integration of
manpower, sensors, networks, intelligence and Command and Control Solutions to
improve situational awareness at different levels of hierarchy to facilitate
prompt and informed decision making and quick response to emerging situations.
In fact, smart and intelligent system can forecast and pre-warn about impending
situation based on analysis of database and factors emerging thereof.

(ii) Fast Attack Craft
The Border Security Force(BSF) has
procured four new fast Attack Crafts(FAC) to guard marshy creeks at
Kutch-Pakistan border. The American made FAC can cover over a distance of one
kilometre in 15 to 20 seconds with speed ranging between 30 to 35 nautical
miles. The crafts are response vessels that can respond to any suspicious
activity observed or on receipt of input specially in anti-terrorist
operations.
The FAC are bullet proof and are fitted
with arms at the hull. They are equipped with latest stealth techno logy that
enhances operations at the water by minimizing reflections of radar, infrared
or visible lights that alarm the enemies. The crafts have navigation and
communication, night vision mechanism and techno logy to coordinate with the
border outposts on ground and floating border outposts.

(iii) BSF inducted two new
advanced Mi – 17 V5 helicopters in the month of April 2015, which enhance the
strength of BSF’s Air Wing. The Air Wing is tasked to carry air support
missions for BSF troops along the borders and in India’s hinterland during
Anti-Naxal operations.
(iv) These modern technologies and equipment’s
are being introduced in the organisation as force multipliers which aim to
enhance human effort effectiveness.
BORDER SECURITY FORCE
EFFECTIVE ANTI MAOIST OPERATIONS
“SIGNIFICANT ACHIEVEMENTS IN ANTI LEFT WING EXTREMIST OPERATIONS”
Recent
professionalism of BSF in the areas affected by Left Wing Extremism has been
recognized and applauded by one and all. The effectiveness of the force can be
seen in the restoration of peace in hitherto most disturbed districts i.e.
Malkangiri and Koraput of Odisha and Kanker district of Chhattisgarh where BSF
is sole Central force fighting LWE, within 4 years of its deployment. The
highlight of this achievement is the impeccable Human Rights record of BSF in
Anti LWE deployment.
BSF
has raised one Ftr and LWEO Sector initially on 16 Dec’2009 and 10 Units were
deployed in LWE affected districts in Kanker (Chhattisgarh) and subsequently in
Koraput & Malkangiri (Odisha) w.e.f. Jan’2010. Having carefully assessed
and analyzed the problem and drawing upon its vast experience of successfully
fighting terrorist and insurgency, BSF has adopted a mix of combat and people
centred strategy in consonance with the Govts policy on security and
development and increased it footprint to 02 Ftrs, 04 Sectors and 16 Units to
assist the State Police in conduct of Anti LWE Operation, to create sense of
security amongst local population and to facilitate developmental activities.
To
complete assigned mandate BSF has deployed 08 Bns in Chhattisgarh and 08 Bns in
Odisha States for Anti LWE Operations. The district wise deployment of BSF is

As on
date 87 COBs have been occupied by BSF out of 94 COBs sanctioned. Recently, 02
Coys of 120 Bn BSF have been deployed at Ralegada (Panchayat Ghar) and Sunki
for providing protection to Sunky- Potangi axis.
Major
Steps Taken by BSF
1. Expansion of Area of Domination.
BSF has identified the areas where LWE movement has been frequent and without
any hindrance. These areas were safe haven to the LWE. Now BSF has penetrated
these areas after increasing dominations and specialized operations. BSF has
established presence & domination in cut-off areas where no Govt.
organizations has ever reached.
2. Occupation of New COBs.
02 Coys of 120 Bn BSF have been deployed at Ralegada (Panchayat Ghar) and Sunki
for providing protection to Sunky- Potangi axis. In addition to above, 01
additional BSF Battalion to strengthen the BSF deployment, especially around
Chottapakhanjur has been inducted in Kanker district of Chhattisgarh.
3. Continuous Updation of the Data.
BSF has introduced 04 new registers to maintain and update the data related to
Local villages, Crime pattern and LWE Modus Operandi. This will enhance the
institutional memory of each COB which will facilitate incoming units in early
familiarization of the situation.
4. Civic Action Programme. BSF has been organizing many Civic Action
Programmes to reach the poor in remove LWE affected areas. These programmes
include conduct of medical camps, sport activities, distribution of books to
school children and of radio transistors, clothing items and certain essential
commodities to the local population. Welfare measures taken by BSF have helped
the force win confidence of people and strengthened its fight against LWEs in
area of Chhattisgarh and Odisha.
5. Forming of Small Action Team and
Quick Response Teams for effective operations:- Small Action Team under
the Command of GOs have been formed at COBs/Bn level and Quick Response Teams
have been formed at each COB in collaboration with the States Police to launch
simultaneous operations on actionable inputs. The mobility of teams comes from
Motorcycles, which moves cross country. The team is equipped with all required
weapons and gadgets to meet any eventualities in operations. This has proved
very effective and instilled fear in Maoists rank and files.
Surrender and
Arrest. BSF is organising the operations in
meticulous and extensive manner confirming the ethos and spirit of Anti-naxal
operations. This has profound effect on the masses which is moving away from
the influence of Maoists, hence, facilitating real time information to affect
arrest of listed Maoists. The meticulous implementation of surrender policy of
the state and creation of environment through operation is leading to large
scale surrender, thereby causing successful counter propaganda and weakening of
Maoist ranks. The data of arrest and surrender by BSF is as under:

Recovery of IEDs and Explosive. The extensive road security operations on
major and minor roads have led to recovery of huge quantity of IEDs and
Explosive. This has made the movement of forces and civilians safe. The data of
